Basri Kastrati
Mr. Basri Kastrati has completed his studies in the Faculty of Medicine at Prishtina University in 1997, in the Department of Internal Medicine.
He accomplished his Bachelor’s studies at the Faculty of Law in 2011 while in 2018 his Master’s studies in Criminal Justice. During 2019/2020 Academic Year he has been enrolled in doctoral studies at the South East Europe University (SEEU) and has completed all exams in the Department of Constitutional-Administrative Law, while currently is in the process of waiting to defend his doctoral thesis at this University, with the theme: “Ombudsperson as a constitutional institution for protection, monitoring and promotion of fundamental rights and freedoms with a special focus on the Republic of Kosovo in the period 2009-2020”.
During the period 2000-2002, he worked as a psychosocial counselor at the Red Cross and Red Crescent Federation, in Prishtina.
From 2002 to 2011, he worked as a training coordinator for victims’ protectors, within the Ministry of Justice, in the Division for Victim Protection and Assistance.
From 2011 to 2013, he worked as a training coordinator in the Prosecutors Performance Evaluation Unit of the Kosovo Prosecutorial Council.
From 2013 to 2022, he headed the Victim Assistance and Protection Unit (VAPU), within the Office of the Chief State Prosecutor.
Mr. Kastrati participated in representation of the interests of victims of crime, within the scope of many working groups as the Head of the Group on Protection as well as participated in various study visits at home and abroad, he is well acquainted with the rights of crime victims, on which actually he worked for almost 20 years.
He participated in drafting of legislation, such as: the Law on Protection from Domestic Violence, the Law on Crime Victim Compensation, the Law on Preventing and Combating Trafficking in Human Beings and Protecting Victims of Trafficking, as well as in drafting of the Strategy and National Plan Against Human Trafficking, the Strategy and Action Plan on Protection from Domestic Violence, at the same time he was the chairperson of the Working Group on Protection as well as in drafting of Standard Action Procedures for victims of human trafficking and domestic violence.
He participated in many study visits in the USA, several times in different countries, in order to gain professional experience in the field of victim protection, as well as in various European countries, such as: Italy, France, Holland, Sweden, Bulgaria, Romania, Croatia, etc.
He is the co-drafter of the minimum standards of care for the victims of human trafficking, the author and co-author of four scientific works in the field of human rights and protection of crime victims.
He has been engaged as a lecturer/trainer by the Academy of Law as well as by the Kosovo Academy for Public Safety, for many years in row, as well as by Council of Europe, the OSCE, SOS Fshati – Kosovo, Terre des homes, Caritas Kosova, etc. as an expert on the rights of victims.
He has organized and presided annual conferences within the Week for the Rights of Crime Victims, from 2013 to 2022.
He is fluent in English, Serbian and Croatian.
On 14 June 2022, he has been elected for the position of Deputy Ombudsperson for the first three-year term, by the Assembly of the Republic of Kosovo.
